This study is unique in its focus on the seven cases that involve worker health and safety violations, over one-third of all cases reviewed under the agreement. Four cases were filed with the U.S. or Canadian National Administrative Office alleging failure of the Mexican government to enforce its regulations; three were filed in Mexico against the U.S. government. Results of this investigation are based on a review of relevant documents and on in-depth interviews and focus groups with 47 people involved in the submission process - workers, representatives of unions and non-governmental organizations (NGOs), health and legal experts, and government representatives. |
